Overview

The Hertie School of Governance was formally founded as a private, non-profit institution in October 2003 by the Hertie Foundation and was established as one of the first professional schools for public policy in Germany. In February 2005, the School was granted official state recognition and given the authority to award the academic title Master of Public Policy as an institution of higher learning by the Berlin Ministry of Science, Research, and Culture.

The first cohort of students in the two-year Master of Public Policy programme began their studies at the School in 2005, and the programme has grown considerably with each passing year. In September 2008, the School launched its second master's programme: the Executive Master of Public Management. The right to award doctorates was conferred to the Hertie School in September 2012 and the School launched a new, research-intensive doctoral programme, the PhD in Governance, shortly thereafter.

The Master of Public Policy prepares students for future leadership positions in government, business, and civil society. It offers analytically-challenging and practice-oriented courses in the areas of governance, policy analysis, management, and leadership. The MPP fosters intellectual growth in a professional, research-intensive environment characterized by public debate and engagement. Teaching at the School follows the Hertie Approach. Its three “I”s form the foundation of the School's self-understanding and determination: Interdisciplinary, Inter-sectoral and International.

Degree Requirements

All students attend 8 courses in the first year of study (semester 1 to 2): 7 core courses apply to all students – the 8th course is chosen by the student and determines his/her area of concentration. There are two are areas of concentration available:

  • Public Management
  • Policy Analysis

In the second year students pick 2 courses from their area of concentration as well as 4 freely chosen elective courses from the portfolio. The portfolio comprises of the following study areas:

  • Global & European Governance
  • Politics & Economics
  • Welfare & Sustainability
  • Regulation & Innovation
  • Democracy & Ethics

Joint Degrees

The Hertie School of Governance is affiliated with the Global Public Policy Network (GPPN) and has established close links to master’s programmes at some of the most reputable public policy schools in the world. MPP students have the unique opportunity to apply for a dual degree programme with one of the following partners:

  • The London School of Economics and Political Science (LSE)
  • Fondation Nationale des Sciences Politiques (Sciences Po) in Paris
  • The School of International and Public Affairs (SIPA) at Columbia University in New York City
  • Bocconi University in Milan
  • The Graduate School of Public Policy (GraSPP) at the University of Tokyo

Upon completion, dual degree students obtain the MPA or MIA degree from LSE, SIPA or Sciences Po, as well as the MPP from the Hertie School. These programmes give students the opportunity to earn two degrees in the time it would normally take to earn one.

Tuition and Financial Aid

Tuition fees for the MPP programme at the Hertie School amount to € 14.750 per academic year. Living costs (including housing) in Berlin are estimated to be approximately € 800 per month. The Hertie School offers financial aid to a number of candidates, based on need and merit. Most of this financial aid is limited to partial or - in exceptional cases - full tuition waivers. Candidates are strongly encouraged to apply for other sources of funding as soon as possible. Many of our students have been successful in obtaining external funding. The Hertie School can also assist candidates in finding other scholarships and study loans.
