The Hertie School of Governance prepares exceptional students for leadership positions in government, business, and civil society. The School also offers experienced professionals the opportunity to deepen their skills in the field of public management. A renowned international faculty with expertise in economics, business, law, political and social science take an interdisciplinary, policy-oriented approach to the School´s teaching and research agenda. The Hertie School is an international centre, with a variety of first-rate academic projects and a diverse student body. The School actively engages in public debate with its wide range of events bringing together experts from theory and practice. The School was founded in 2003 as a project of the Hertie Foundation, which remains the major partner.

The Hertie School of Governance is officially state recognised as a private university by the Berlin Senate Department for Education, Youth and Science (Senatsverwaltung für Wissenschaft, Forschung und Kultur). The Executive Master of Public Administration (Executive MPA) has been accredited by the accreditation agency ACQUIN.

Executive Master of Public Administration (Executive MPA) Programme

For professionals: The Executive MPA programme is aimed at experienced professionals from the private, the public and the non-profit sector. On average, students are 36 years of age and have a work experience of 10 years (the required minimum is two years). Most participants hold a degree in economics, law or social sciences, but also biologists, physicists or anthropologists are amongst the Executive MPA students.

Management and Governance: The Executive MPA provides the qualifications needed for the modernisation of public administration and for better cooperation between government, business and civil society. Professionals acquire additional qualifications in management, make contacts with participants from other sectors and profit from the experience of an international team of teachers from academia, the public sector and the business world.

Full- or part-time: Participants choose an individual area of concentration and can either study full-time over a period of one year or complete the programme over a period of two years if they wish to study part-time while working. It is also possible to extend the duration of studies and complete the programme within three or four yers. The Executive MPA curriculum requires 43 days of presence, with approximately 18 days per year falling on weekdays in the part-time two-year programme. Courses take place in blocks of two or three days each. This arrangement enables students who live and work outside Berlin or outside Germany to participate in the programme.

Theory and practice: The quality of the programme is rooted in two principles: interdisciplinarity and practical application. The Executive MPA combines economics and social sciences to further students' understanding of complex governance challenges and management solutions. The participants work on international case studies and discuss phenomena against the background of their own work experience. Experts of all sectors regularly share current issues and discuss challenges and possible solutions with the students.

Strong partnerships: The Executive MPA has established partnerships with several renowned academic institutions in Europe. Committed to a truly intersectoral approach, the Hertie School cooperates with leading public and private sector programmes, offering students access to a broader variety of courses and a wide range of expertise in the different sector practices. Credits earned in these courses are transferred to the Executive MPA.

Cooperation partners include the Copenhagen Business School (CBS), ESCP Europe, and the University of Bern.

Following a framework agreement with the German Federal Government, around 50 officials from German Federal Ministries have participated in the programme since 2008. The Executive MPA is also cooperating with Deutsche Bahn AG.

Teaching Methods

Theory and practice

The Executive MPA programme offers participants both sound theoretical knowledge and tangible management skills.

The Executive MPA programme draws on a modern mix of methods and emphasises practical applications. Participants absorb the material with the guidance of experts from both inside and outside academia. Students dissect case studies, work in groups and constantly pool experience with both lecturers and fellow participants.

The courses are designed on an interdisciplinary and practice-related basis using the "convenor" model. A lecturer is responsible for his/her subject and recruits other specialists from academia, the public sector, and the business world.

Much attention is paid to the individual needs and interests of students. Each student is assigned a member of the faculty as his/her personal tutor. Participants evaluate their lecturers and the Executive MPA programme at regular intervals.

The school encourages student initiatives and independent work. Such aids as e-learning tools and a web-based learning system enable students with jobs to combine work and study to an optimal extent.

Modular entry

Executive Seminars & Public Administration Certificates

For professionals whose time constraints inhibit them from enrolling in the master’s programme and for those, who would first like to get an idea of the Executive MPA programme, the Hertie School of Governance also offers compact training by way of the Executive Seminars and Public Management Certificates. Here, professionals can acquire key public management competencies in areas such as leadership, financial management, communication management, digital transformation, or European Governance. All credits earned within the certificate programme can be transferred to the Executive MPA, should participants consider enrolment in the master’s programme at a later stage.

Tuition and Financing

All students are required to pay tuition fees. The fees for the Executive MPA programme total EUR 32,500. The Student Affairs team offers assistance in finding the right financial resources mix in the form of grants and loans. Many of our part-time Executive MPA participants receive some sort of support from their employer. This can be in the form of non-financial support, such as more flexibility or extra-leave, but also as financial support. The Hertie School grants a limited number of scholarships and financial aid (reductions of the tuition fees) to a small number of excellent and motivated candidates. In addition, tuition fees are also fully tax-deductible as professional training expenses in Germany.
